Parliamentary question | Possible infringement of EU law in relation to the 'Educational-Environmental Action in Monte Arna' project (Cantabria, Spain) | E-003753/2025 | European Parliament

According to the Recovery, Transformation and Resilience Plan (RTRP) portal, the municipality of Ribamontán al Mar (Cantabria) has awarded the contract for the 'Educational-Environmental Action in Monte Arna' project, with EUR 200 000 from Next Generation EU funds.

The project concerns a key strategic environmental area of Cantabria's coastal management plan, as well as two Natura 2000 network spaces: SPA Dunas del Puntal y Estuario del Miera and SPA Costa Central y Ría de Ajo However, the public documentation includes neither a regular environmental impact assessment nor an assessment of implications as required by Article 6 of the Habitats Directive (92/43/EEC).

The only environmental justification is a do no significant harm (DNSH) questionnaire, which is a requirement of the RTRP but is not equivalent to a legal assessment or technical analysis of impact on habitats and protected species.
