The 600MW Truong Son Wind Power Complex went online just 15 months after construction began, marking a new milestone in Vietnam-Laos energy ties.
On September 26, the Truong Son Wind Power Complex, with a total installed capacity of 600MW, completed its grid connection, testing phase, and officially entered commercial operation.
Located atop the Truong Son mountain range in Khamkert district, Bolikhamxay province, Lao PDR, the project sits at elevations ranging from 1,400 to nearly 2,000 meters above sea level.
The project uses 6.25MW and 8MW turbines manufactured by Goldwind, featuring 182-meter rotor blades and 120-meter tower heights. The general contractor is Phu Xuan Construction and Trading Co., Ltd. (PXC). The project was first surveyed in October 2023, construction began in April 2024, and commercial operation commenced in September 2025.
Earlier, on September 6, the project's investor, Viet Lao Energy Investment and Power Corporation (VLE), together with the National Power Transmission Corporation and other stakeholders, completed the 220kV transmission connection. This included energizing the 220kV Do Luong substation bay, the 220kV Truong Son substation, and the 220kV transmission line linking Truong Son to Do Luong (spanning 75km in Vietnam).
This is Vietnam's first private-sector-invested transmission line built to import electricity from Laos, instead of being financed by the state-owned Vietnam Electricity Group (EVN), as outlined in bilateral agreements between the two governments.
Remarkably, the Truong Son Wind Power Complex was constructed in a record time of just 15 months from groundbreaking to commercial operation - making it the fastest-developed wind energy project of its scale.
This investment follows the energy cooperation agreement signed in May 2019 between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic. The Truong Son Wind Power Complex is listed as a key priority project in the Vietnam-Lao cooperation plan for 2024, signed on January 7, 2024.
The project holds great political, economic, and national security significance, contributing to regional development along the Vietnam-Laos border.
It also stands as a hallmark of Vietnam-Laos energy collaboration. As of now, this is the largest wind energy project in Laos invested by a Vietnamese enterprise, with total investment - including Vietnam-side transmission infrastructure - amounting to approximately 1 billion USD. It is also the largest-capacity wind power project ever developed by a Vietnamese investor.
The 600MW wind power complex provides a timely addition of renewable energy to Vietnam's grid during peak demand seasons. It strengthens energy supply security and helps reduce power shortages in northern provinces, as electricity is directly transmitted to Vietnam's northern region.
The project occupies minimal land and does not require any resettlement of local communities.
It was developed with a sustainable vision, prioritizing support for local livelihoods. Community welfare efforts include clean water access, education, social programs, agricultural training, and seed cultivation. The project also supports infrastructure development, including the upgrade of the Nam On (Laos) - Thanh Thuy (Vietnam) border gate. This initiative lays the groundwork for the future Hanoi - Vientiane Expressway. Total aid and social support for Laos under this project exceed 400 billion Lao Kip, or around 500 billion VND (approximately 20 million USD).
