TikTok Shop among best rated e-commerce sites for anti-scam measures; Facebook Marketplace is worst

SINGAPORE - TikTok Shop has earned its place among the best ranked e-commerce platforms for anti-scam measures.

This is the first time it was included in the

E-commerce Marketplace Transaction Safety Ratings (TSR)

, a ranking system based on

the latest anti-scam features these platforms have in place.

The ratings range from one to four ticks, with four ticks being the highest rating.

According to the latest TSR released on Aug 30, TikTok Shop, which sells various goods from clothing to electronics, received four ticks alongside Amazon, Lazada and Shopee.

The ratings are assigned by the Inter-Ministry Committee on Scams (IMCS) to e-commerce platforms in Singapore based on the measures they have in place to secure transactions on their sites.

The committee was formed in 2020 to combat scams, and brings together government agencies like the Ministry of Home Affairs (MHA), the Ministry of Digital Development and Information, the Monetary Authority of Singapore, and the Ministry of Trade and Industry.

In the latest TSR, the committee found that TikTok Shop had implemented all the safety features deemed critical by MHA. These include user authenticity, transaction safety, availability of loss remediation channels for consumers and the effectiveness of anti-scam measures.

Facebook Marketplace, which tech giant Meta runs, remains at the bottom of the pile with one tick. More than a third of the 11,665 e-commerce scams reported in 2024 were carried out on Facebook Marketplace.

These scam cases generally involved the sale of goods and services online, which were not delivered after payment was made.

Carousell remains at two ticks.

MHA said e-commerce marketplaces will be awarded the four ticks if they have all the critical anti-scam measures in place to minimise the number of scams on their platforms.

E-commerce scams have remained one of the top scam types in Singapore.

In the police's

mid-year scams statistics released on Aug 30

, e-commerce scams recorded the second-highest number of reported cases among all scam types in the first half of 2025.

There were 3,237 e-commerce scam cases from January to June, with losses amounting to $7.6 million.

Mrs Josephine Teo, Minister for Digital Development and Information and IMCS chairman, called on online platforms to do more to protect their users from scams.

She said: "The Government remains committed to working closely with online platforms to implement anti-scam measures and will not hesitate to use legal powers to compel online platforms to implement anti-scam measures if it is necessary to protect Singaporeans from scams."

In May 2024, Minister for Home Affairs K. Shanmugam said his ministry will consider making it mandatory for online platforms such as Meta

to deploy their staff at the police's Anti-Scam Command

, to allow the police to take down scam accounts or listings on their sites quicker.
