PUBLIC NOTICE NOTICE OF SPECIAL ELECTION OLD COLORADO CITY DOWNTOWN DEVELOPMENT AUTHORITY NOVEMBER 5, 2024 31-10-501 C.R.S. TO WHOM IT MAY CONCERN, and particularly to the eligible electors of the Old Colorado City Downtown Development Authority of the City of Colorado Springs, El Paso County, Colorado (the "Authority"). A qualified elector means a resident, a landowner, or a lessee as those terms are defined in Section 31-25-802, C.R.S. Any landowner or lessee which is not a natural person may vote only if it designates by some official action a representative thereof to cast its ballot. PUBLIC NOTICE IS HEREBY GIVEN that a special election is to be held on Tuesday, the 5th day of November 2024, and that said election shall be conducted by mail ballot. Accordingly, ballots will be distributed by U.S. Mail not earlier than October 14, 2024, and not later than October 21, 2024, to eligible electors of the Authority entitled to vote in the election. The purpose of the election is to submit to the eligible electors of the Authority referenced above certain ballot issues and ballot questions concerning taxes, debt, revenue, and spending summarized below, as applied to the Authority. At said election, the electors of the Authority shall vote for the following Ballot Issues and Ballot Questions certified by the Authority: BALLOT QUESTION A (Organize Downtown Development Authority) BALLOT ISSUE B (Operations Tax Increase - Limited Mill Levy) BALLOT ISSUE C (Debt) BALLOT ISSUE D (De-TABOR) Eligible electors may apply for new or replacement mail ballots and return voted mail ballots to the office of the Designated Election Official which is also the ballot drop-off/walk-in voting location: at Spencer Fane LLP, 1700 Lincoln Street, Suite 2000, Denver, Colorado 80203. The office of the Designated Election Official is open Monday through Friday between the hours of 9:00 a.m. and 5:00 p.m. from October 14, 2024 through November 4, 2024 and from 7:00 a.m. to 7:00 p.m. on November 5, 2024 (Election Day).
